These are becoming more common as time goes on. Some townhouses here in Seattle have direct vent water heaters installed. They are usually used where the builder did not want the expense of installing a chimney through the roof. Unfortunately, this type of water heater is much more expensive than the atmospheric type that went into the chimney.

Direct Vent water heaters utilize a co-axial (pipe inside a pipe) vent pipe that takes air in from the outside (outer vent) and vents combustion gases directly back to the outside (outer vent). It is the perfect choice for situations with insufficient combustion air. No electricity required.
